Six lines of action

01
Conduct of hostilities and targeting
We analyse the legality of methods and means of warfare under IHL: targeting, principles of distinction, proportionality and precaution. We produce inputs for the progressive development of the law.
02
Protection of civilians in contemporary conflicts
We study the obligations of parties towards the civilian population: precautions in attack, humanitarian access, forced displacement and the protection of objects indispensable to survival.
03
Urban warfare and its impacts
We research the effects of warfare in densely populated environments: damage to essential infrastructure, the use of explosive weapons in populated areas and reverberating consequences for communities.
04
Information operations, AI and IHL
We examine the challenges posed by information operations, artificial intelligence and autonomous weapon systems for the application of IHL. We produce policy briefs for multilateral fora.
05
IHL and human rights
We analyse the concurrent application of both regimes: the use of force, deprivation of liberty and State obligations where the boundary between armed conflict and internal violence is not clear-cut.
06
IHL implementation and OSINT
We research how IHL translates into effective practice: accountability mechanisms, open-source investigation under the Berkeley Protocol and the intersection with transitional justice.
